MONTREAL, QUEBEC: Sometimes economic autonomy sounds pretty darn appealing.

In the first quarter of 2008-Quebec City's 400th anniversary year―Canada's national economy actually shrank.

But the French-speaking majority here has to balance separate policies on such key issues as immigration and education with the knowledge that western Canada's resource wealth is boosting every Canadian's dollar.

You may pay for your cup of coffee in French, but Canadian coins still bear Queen Elizabeth's image, and they've skyrocketed in strength relative to the greenback.

The linguistic divide has long been a top issue in Quebec's desire for autonomy and even separate nationhood―as recently as the 1970s three out of every four Quebec residents spoke only French.

These days, Quebec's leadership is teaming up with English-majority Ontario in its latest tussle with the federal government in Ottawa.

It's part of a political tug-o-war that international investors must understand if they want to make money from Canadian investments.

Canada Before There Was a Canada

"We were building Canada before there was a country called Canada," Ontario's premier Dalton McGuinty told reporters on Sunday.

Before the process of Confederation turned British North America into the Dominion of Canada in 1867, Ontario was Upper Canada and Quebec comprised most of what the British called Lower Canada.

Over the weekend, McGuinty and counterpart Jean Charest of Quebec teamed up to mark Quebec City's anniversary and lambaste the national government's Conservative leaders over what may be modern Canada's greatest economic advantage.

That's because they see it as a liability.

They're talking about the development of oil sands in western Canada, namely Alberta, and a Quebec-Ontario agreement to install a cap-and-trade system to limit emissions to 1990 levels.

Federal proposals differ from the Kyoto-oriented Quebec-Ontario plan, placing 2006 emission levels as the basis for future cuts instead of 1990.

A shouting match has erupted between McGuinty and Charest on one side, and the Conservative federal Environment Minister John Baird on the other.

"I think it's more about talk and political posturing than cutting greenhouse gas emissions," Baird said on Sunday, bringing about the provincial heads' fiery words in Quebec City.

Well, political posturing is something we know well down in the United States―especially in this election year.

And recent statements by Canadian market experts say that whatever economic punch either the Liberal or Conservative parties in Canada can deliver may be offset by a slowdown south of the border.

Economic Autonomy... From the United States?

Legendary American oil man T. Boone Pickens says he remembers sitting in the Calgary Petroleum Club in 1967 as the Canadian government announced its first investments in the Athabasca oil sands.

Back then, oil was five bucks a barrel, and heating up the bituminous dirt there for heavy crude seemed ridiculous to many until very recently.

Roll the clock forward to 2008, and Alberta has already taken in 352 million Canadian dollars in oil, gas, and oil sands leases so far this year. British Columbia surprised many in late May by announcing that it actually surpassed Alberta's windfall with its own record $441 million bump.

The Canadian dollar is now considered by many to be a resource currency―backed not only by the full credit of a sovereign government but also by the black gold being processed out west.

Canada is also the world's top uranium producer, with a full quarter of global output.

Nevertheless, a Yankee slowdown will drag on Canada's wealth. Even though purchasing power is up on the consumption end with the rising loonie (the bird-based nickname for the Canadian dollar), 87% of the country's exports go to the U.S.

Is that a reason to stay out of the Canadian market? Hardly.

You can see it all over the Middle Kingdom―old government-run department stores with bare shelves and outdated styles have given way to western-style showcases of modern fashion and technology―often in the same building.

There's something more jarring than the slew of reports about cranes all around and LCD TV screens advertising luxury to former peasants...

It's hearing about the way things used to be, or seeing someone push rice away and eat only meat, because for generations rice was the only food available.

The point is that you can't understand where a country is going without knowing where it's been.

And in China, along with countries like Vietnam and North Korea that have varying relationships with Communism, the past carries through today and into tomorrow.

And it's tomorrow's opportunities that we're looking for...

China's Economy This Summer

China is dealing with potential triumph and real tragedy in this Olympic year.

Protests and the terrible natural disaster in Sichuan province last week are testing the nation's command and relief networks, as well as its economic fortitude.

On Monday, May 19, officials in Beijing announced the staggering toll of last week's 7.9-magnitude quake:

  • 71,000 dead, buried, or missing
  • 220,000 injured
  • 14,207 businesses seriously damaged


Direct economic losses are expected to total 67 billion yuan, or $9.6 billion.

On the other hand, the Beijing Olympics have created around 745,000 jobs and $40 billion is going towards revamping the capital city alone.

The Chinese economic pendulum swings hard from side to side.

There's no better example than what happened in 1979, when President Deng Xiaoping uttered the key sentence to China's generation of growth:

"To get rich is glorious."

The very fact that the government announced the economic toll of the earthquake―no such number has come out of Myanmar following Cyclone Nargis―shows us China's change since Deng's rule began, just years after Mao's death.

Sure, China still has Five-Year Plans and other centralized national targets...

But the Five-Year Plan that runs through 2011, along with "Constructing a Harmonious Socialist Society," highlights the strengthening of service industries like tourism, environmental protection, and narrowing the growing gap between rich and poor.

These are economic goals any country in the World Trade Organization would assert, even though Mao still smiles gently from many rear-view mirrors and lapel pins.

China's membership in the WTO itself, and its status as one of the world's top economies with double-digit growth, makes it a model for other countries with socialist structures.

Tops among these may be neighboring Vietnam, where GDP growth hit 8.5% in 2008.

Vietnam Investments: Downstream from China

Both Vietnamese residents and outsiders are hoping for a repeat of China's stellar stockmarket rise over the past couple of years―hopefully without the dizzying drop that halved the Shanghai Composite Index from October to April.

The Vietnamese government has already set up a secondary exchange in Hanoi to augment the trading floor in Ho Chi Minh (formerly Saigon). This mirrors what China did in Shenzhen to provide an alternative to the Shanghai bourse.

Now both Shenzhen and Shanghai are on the lips of millions of international investors.

Before those cities became targets for foreign investors, though, foreign manufacturers were moving to China in droves to take advantage of low-cost manufacturing.

So what's happening now? Well, believe it or not, Chinese manufacturers are moving downstream to Vietnam to pad their margins!

Heavy inflation in China from record consumption of food, fuel, and consumer products give us a situation today where execs like Edward Kang of textile maker Ever-Glory International is heading down the Mekong.

Kang told Bloomberg that he's moved 40% of his production base to Vietnam, where wages are about a third of today's Chinese rates.

"The end of an era in terms of China's mighty export industry has just begun," the entrepreneur opined.

So how do you get in on the ground floor of Vietnam's market, which we have to assume is at the beginning of an era?

First, it's important to note that Vietnam is a fraction of China's size, economically and population-wise. There are some 85 million people in Vietnam compared to 1.3 billion in China.

And Vietnam isn't immune to the same kind of inflation that China has suffered. Vietnamese inflation came in at 18.3% in 2007 but is expected to slow to around 10% in '08.

Vietnam is the world's second largest rice exporter, and with wild price swings we've seen in recent years, that export leadership will impact inflation, interest rates, and investment in the country.

So Vietnamese investment options are very limited right now...

Investments in Vietnam

Even a Vietnam exchange-traded fund still seems like a pipe dream, even though China is highly investible through Hong Kong and U.S. domestic listings.

There is BBV Vietnam S.E.A. Acquisition Corp., which is listed on the pink sheets as BBVUR, but it is headquartered in the Marshall Islands of the Pacific.

There is also the Vietnam Opportunity Fund (VTOPF), another over-the-counter pandora's box that it's better to stay away from.

So what's the best Vietnam angle today?

As I say with many of these frontier markets that are difficult to play with direct stock purchases, you should dive into your portfolio for U.S.-listed companies that are doing early work on the ground to draw revenue.

The world's leading mobile phone provider, Vodafone Group (NYSE:VOD) is a perfect example.

Vodafone, which we're holding in the Global Growth Stocks portfolio, has opened offices in Hanoi and is bringing Vietnam into its worldwide expansion strategy, just as the company has done with many African countries, India, and even in the U.S. with its stake in Verizon Wireless.

Of course, we're keeping an ear to the ground for pure plays on Vietnam to ride the wave up like we did with China, but I will say one thing very clearly: Each country has to be considered by itself through history, economic fundamentals, and goals.

Keep those individual elements in mind, and you will reap major profits in international investing.

U.S. Infrastructure: This Sleeping Bull's A Sure Thing

I've known this was a sleeping bull for a long time.

But, until recently, the stock prices were simply too high to talk about investing in infrastructure stocks as a growth catalyst.

Now, the rules have been rewritten, the stocks have gotten a haircut, and infrastructure is being talked about as a possible economic savior.

Case and point is an interview given yesterday by House Majority Leader Steny Hoyer.

When asked what should be included in a proposed second economic stimulus package, Hoyer quickly rattled off four things on his shortlist:

  • unemployment insurance

  • food stamps

  • health care/Medicaid

  • infrastructure

He was clearly most excited about the infrastructure angle, as that was the only one he elaborated on. Here's what else he had to say about it (Hoyer's remarks in italics):

Infrastructure investment obviously creates jobs here in America. We are looking at projects that dirt can be dug in 90 days.

Give me an example of a building project that can start within 90 days.

Give you an example? We've got highway construction that is on hold in the state of Maryland because of a lack of funds. That's true also of some sewer systems. I was down in Louisville two or three weeks ago talking to the mayor and to the head of the sanitary commission down there. They have projects they can get underway immediately, fixing some of their aging sewer and water systems. So those are examples of things that will spur the economy and invest in the things that we have to invest in to make sure that our economy can grow and be successful.

How big would an infrastructure program, say, have to be to make a real difference when we're finding out that $700 billion wasn't nearly enough to save the economy?

With respect to how big the stimulus has to be, certainly it needs to be a substantial sum. We were talking about $100 billion last week, unfortunately the Senate republicans objected to that. We think that was a mistake. President-elect Obama has now said he wants a stimulus package ready for him by the time he is sworn in to office; I expect that we will do that.

This is clearly candid information. The second-highest ranking member in the House basically flat-out said the government is going to toss money at infrastructure projects in an effort to immediately spur spending and create jobs.

This means a flurry of activity is about to swell around some well-positioned infrastructure stocks.

Infrastructure Stocks: Battered Bellwethers

So what, exactly, would a second stimulus look like?

I think Barron's hit it squarely in an article last week:

While it's still too early to know what form a plan like this would take ― much less its price tag ― it would probably focus on infrastructure projects across the country, both building new bridges, roads and municipal systems and repairing outdated ones. In the process, the plan could potentially create thousands of jobs and at least kick-start the economy until other initiatives took hold.

Plus, some of the infrastructure big boys have been cut in half over the past few months, leaving the door open to scoop up some shares on the cheap before Obama unleashes his flood of infrastructure spending.

To get an idea of how to capitalize on this opportunity, you first must know what is included under the broad umbrella of 'infrastructure stocks.' I'd put the following sectors in that category:

  • construction and engineering firms

  • suppliers of concrete, steel, heavy equipment

  • water infrastructure companies

  • transmission companies/electric utilities and

  • green infrastructure companies

I'd be looking for companies that dabble in more than one of those sectors, and have a successful track record of doing so.

Here's a list of the infrastructure stocks that I like, and that have sold-off dramatically over the past few months:

  • ABB Ltd. (NYSE: ABB)

  • Fluor (NYSE: FLR)

  • Jacobs Engineering (NYSE: JEC)

  • American Superconductor (NASDAQ: AMSC)

  • Foster Wheeler (NASDAQ: FWLT)

  • The Shaw Group (NYSE: SGR)

Now take a look at a chart of those guys for the last three months.

It's easy to see how these stocks, despite their blue chip history, have been caught up in recent rampant selling.

But it appears as though they've found the bottom, and have started their ascent. I don't think it's a coincidence they started to rise shortly after the election, and upon talks of a second stimulus that will include infrastructure spending.

Now's the time to get in, before they head back to the levels of earlier this year.

And if it's not individual companies you're after, here's list of infrastructure ETFs and mutual funds:

  • Kensington Global Infrastructure (NASDAQ: KGIAX)

  • Kinetics Water Infrastructure (NASDAQ: KWINX)

  • iShares S&P Global Infrastructure Fund (NYSE: IGF)

  • First Trust ISE Global Engineering & Construction (NYSE: FLM)

  • SPDR FTSE/Macquarie Global Infrastructure 100 ETF (NYSE: GII)

Infrastructure Stocks: The Bottom Line

Consider this: a 2005 study by the American Society for Civil Engineers (ASCE) concluded with a report card for all the U.S.'s infrastructure systems.

On a cumulative basis, America's infrastructure G.P.A was a D.

The conclusion?

ASCE estimates that $1.6 trillion is needed over a five-year period to bring the nation's infrastructure to a good condition. Establishing a long-term development and maintenance plan must become a national priority. But in the short term, small steps can be taken by the 110th Congress, as well as state legislatures and local communities, to improve our nation's failing infrastructure.

So getting in some solid infrastructure stocks can now could provide a short-term boost with even better long-term prospects.

Hartford Financial Services Group… It's been a great short play. It fell 52% IN ONE DAY at the end of October. It was at $8.23 just a few weeks ago, down from its 52-week high of $98.70.

But get a load of this. It's getting financing from German giant Allianz SE, the owner of PIMCO, who Hank Paulson just hired to help manage its TARP rescue program. Hartford is about to end up in a merger. Several candidates are lining up.

With potential financing from Allianz and Paulson, Hartford is in line to retrace at least a third of its stock price.

We're looking at the probability of a short-term pop of 379%.

Now let's look behind the curtain at Aetna Inc. It's bouncing off its lows of $21.25, and it just reported a 44% decline in third-quarter net income. But this investment loss is now out of the bag and priced into the stock.

The fact is, its 3Q revenues and membership actually rose. It's a strong candidate that's actually looking for acquisitions. Our strategy shows that it's likely to make a run back to $60. We're looking at a potential 182% gainer…

Now let's look at Cigna CP. It's had a good 65% bounce from its recent lows, but now it's looking heavy again. It posted a 53% drop in 3Q profit and trimmed its enrollment and earnings forecasts.

Look behind the curtain and we see it has an extraordinarily high attrition rate within its employer group plans. When events dictate, we'll recommend you short this puppy and ride it down for a potential gain of 50% to 75% in your pocket…

And yet there's so much more. Aegon NV, one of "big boys" in worldwide insurance (which also owns Transamerica) is considering tapping into the Netherlands bailout fund.

The ING Group has already tapped into this fund. Now we're looking for these two giants to merge, creating one of the biggest insurers in the business � all while a number of others are about to go out of business. This is a game-changing merger…

With less competition, buying either of these companies at the right time will likely result in an easy double. We'll be there to pull the trigger when the time is right.

Thanks to Paulson and the U.S. Treasury, You Could "Ring the Cash Register" On This Aftershock…

Henry Paulson and the U.S. Treasury have been riding roughshod over one constitutional law after another. So get a load of this "regulation" aftershock that's setting up for a fast gain.

It's an event that has the potential to hand you 87% in the coming weeks.

It has to do with Wells Fargo, Citigroup and Wachovia, and it's a doozy. Maybe you read about it in the WSJ.

Wells Fargo just beat out Citigroup to take over Wachovia, the banking giant.

But what you might not know is this: Citi was going to pay about $2 billion for Wachovia… and then Wells stepped in and offered an astounding $14 billion.

That's 7 times what Citi was willing to pay.

Doesn't make any sense, right? In fact, why would either bank even want Wachovia, which comes with a toxic portfolio of over $312 billion of junky mortgages?

Here's the EVENT that will blow your mind � the one nobody is talking about… the one that explains why Wells is paying SO much for this failing bank.

Wells agreed to pay so much more than Citi because Wells got a big fat gift from the U.S. Treasury. The gift was a one-sentence ruling issued on September 30.

In it, Treasury effectively allowed Wells to be able to write off ALL the losses on acquired portfolios.

Sounds simple but hold on…

According to U.S. Tax Code, Wells should have only been able to deduct part of any losses, and only over 20 years. Now, Wells says it expects $75 billion in losses from Wachovia's portfolio � but they can write that all off and expect a tax savings of more than $19 billion.

Guess what? That's $5 billion more than the $14 billion they are paying � thanks to Hank Paulson's "secret" ruling!

So why not back up the truck and start loading up on Wells' stock? What a bargain, right? With Wells sweeping billions under the carpet, this is going to be one sweet deal…

ABSOLUTELY NOT. And let me tell you why:

  • First, when a loss that big hits the books (and that's the trigger event), shareholders are going to be running for the hills, selling at any price they can get.

  • Second, Treasury has just trashed the U.S. tax code. It has no authority to make such a dramatic deal. So what will happen when this news gets out?

A HUGE backlash.

When investors find out that Paulson single-handedly doled out a loophole to this rich bank � the same one that outbid Citi by $12 billion � something smelly's about to hit the fan.

This event is just waiting to happen. It's a slam-dunk. And when it does, you could already be getting fat on the fall in Wells stock price.

With banks like Morgan Stanley swinging as much as 87% in a few days, your gains could likely meet or exceed that just as quickly. If you know when and how to play this.

The best part is… This is just one of many banks trying to cook their balance sheets and manipulate the regulations.

  3. General Growth Properties, Inc. operates as a self-administered and self-managed real estate investment trust. With the demise of the consumer, the bankruptcy of retail companies, and the inability to finance its ongoing construction without signed leases… expect GGP, now at $4.50, to test and break its recent low of $1.97.
